No Objection Certificate (NOC) for Indian Nationals Traveling to a Third Country from Nepal

If you are an Indian citizen planning to travel from Nepal to any third country, you must obtain a No Objection Certificate (NOC) from the Embassy of India in Kathmandu before your departure.

This requirement applies to all Indian passport holders who are flying from Nepal to another country, regardless of where they live or whether they hold a residence permit, work permit, or long-term visa for that country.

Documents Required for Third Country NOC
To apply for the NOC, you need to visit the Embassy of India in Kathmandu and submit the following documents:

  1. Original Indian Passport along with photocopies of the first and last pages.
  2. If you are registered with the Embassy of India in Kathmandu, provide your Original Indian Registration Certificate and a photocopy.
  3. If you are not registered with the Embassy, provide a copy of the passport page showing your latest immigration stamps.
  4. A copy of your flight ticket and a valid visa, residence permit, or any other travel authorization required for your destination country.
  5. Two recent passport-size photographs.
  6. The applicant must personally visit the Embassy and submit the documents within three working days before the departure date.
  7. Pay the required consular fee of NPR 3,290 for the issuance of the NOC.

After submission, the Embassy may conduct an interview and verify the documents before issuing the certificate.

Important Information
The Third Country NOC is mandatory for Indian citizens traveling from Nepal to another country. Airlines and immigration authorities may ask for this document before allowing you to board your flight.

However, there are some exceptions:

Transit Passengers
Indian nationals who are only transiting through Nepal and do not pass through immigration clearance are not required to obtain a Third Country NOC.

Diplomatic and Official Passport Holders

Indian citizens traveling on:

  • Diplomatic Passports
  • Official Passports
  • United Nations Passports

are exempt from obtaining a Third Country NOC from the Embassy of India in Kathmandu when traveling directly to a third country from Tribhuvan International Airport.

Who Needs the NOC?
The NOC requirement applies to all ordinary Indian passport holders, including:

  • Tourists
  • Students
  • Business travelers
  • Employees working abroad
  • Permanent residents of another country
  • Holders of long-term visas or residence permits

Even if you live in another country or hold a special visa, you must obtain the NOC before flying from Nepal to a third country.
